Does the actor presently possess the authority required for the proposed action?
Governance begins before the first control.
Consequence is not the output of governance.
Consequence is the reason governance exists.
Every action creates consequence.
Governance exists because actions have consequences.
That relationship is usually expressed in reverse.
Traditional governance architectures begin with policies, controls, permissions, risk models, compliance requirements, or oversight mechanisms—and treat consequence as something that occurs after those mechanisms have operated.
Layer Zer0 begins one layer earlier.
The Foundational Layer
Before identity.
Before authority.
Before policy.
Before admissibility.
Before execution.
There is consequence.
A system requires governance because an action may change a state that matters.
That change may affect a person, institution, asset, obligation, right, resource, environment, or another system.
Without consequence, there is nothing to govern.
This makes consequence the conceptual zero layer beneath governance architecture.
Layer 0 is Consequence.
Everything above it exists to determine how consequence may be created, constrained, attributed, verified, accepted, reversed, or prevented.
The Inversion
Conventional governance often begins with the question:
What controls should this system have?
Layer Zer0 begins with a different question:
What consequence can this action create?
From there, the governance problem becomes more precise:
This inversion moves governance from generalized control toward governable action.
The Boundary
Information alone does not create institutional consequence.
Consequence occurs when information is permitted to become action.
A model may produce a recommendation.
An agent may propose a transaction.
A workflow may generate an instruction.
A human may issue a command.
A system may identify an opportunity.
But the critical governance boundary is the point at which that information is allowed to change a consequential state.
Governance becomes real where information becomes consequence.
Governed Execution
At the consequence boundary, several conditions must remain coherent at the same time.
Does the actor presently possess the authority required for the proposed action?
Is this particular action permissible under the applicable conditions?
What evidence supports the determination?
Against which current system, resource, or authority state is the action being evaluated?
What limits, dependencies, expirations, delegations, or prohibitions apply?
Can the action and its governing state be linked to the responsible actor and decision process?
Can another party independently recompute the same determination?
Governance fails when these conditions are assumed rather than established.
Pre-Execution Governance
Many systems evaluate governance after an action has occurred.
They log.
Audit.
Explain.
Investigate.
Reconcile.
Those capabilities remain important.
But an auditable action is not necessarily an admissible action.
Where consequence matters, governance should be capable of operating before execution.
What happened?
Was this action allowed to become real?
A Critical Distinction
Layer Zer0 does not attempt to engineer consequence itself.
Consequences arise from actions interacting with real systems and environments.
The engineering problem is the governance of those actions.
We do not build consequence.
We build systems that govern consequence.
That distinction defines the boundary between consequence science and governance architecture.

Reproducibility
Once governance is placed before consequential execution, another requirement becomes visible.
A governance decision should not depend solely on the authority of the system that produced it.
It should be capable of independent verification.
The VTI approach therefore emphasizes deterministic reproducibility.
Given the same:
an independent evaluator should be capable of reproducing the same governance determination.
Trust should not depend on authority.
It should depend on reproducibility.
